Ohio’s Private School Vouchers: A Closer Look at Expenditure and Impact

Ohio’s significant investment in private school vouchers, reaching nearly $1 billion in the last academic year, prompts scrutiny into the efficacy and beneficiaries of this program. Despite intentions to broaden access to private education through initiatives like the EdChoice program, analysis suggests that the surge in spending primarily benefits families already enrolled in private schools.

Data from the Ohio Department of Education reveals a marked increase in the usage of income-based EdChoice vouchers across six counties, indicating a substantial uptick in voucher utilization. However, this spike contrasts with minimal growth in enrollment at schools accepting vouchers, indicating that the program predominantly subsidizes existing private school attendees.

Critics argue that redirecting taxpayer funds to private education, especially religious institutions, exacerbates inequality and undermines public school financing. William Phillis, Executive Director of the Ohio Coalition for Equity and Adequacy for School Funding, asserts that such funding violates Ohio’s constitution.

The EdChoice and EdChoice Expansion programs, comprising nearly 70% of voucher spending, provide financial assistance to households based on income criteria. While proponents emphasize the importance of choice and accessibility, opponents raise concerns about diverting public funds away from the broader educational system.

Despite criticisms, advocates like Beth Lawson from School Choice Ohio argue that the voucher system empowers families to make informed educational decisions. However, they acknowledge that private schooling may not be suitable for everyone and advocate for informed choices aligned with individual needs.

The significant rise in voucher usage has had a notable impact on local private schools, with many experiencing increased enrollment and voucher utilization. Institutions such as Dayton Christian and Catholic schools under the Cincinnati archdiocese have seen substantial growth, partly attributed to the availability of vouchers.

However, concerns persist regarding the potential consequences of universal voucher programs, including the depletion of public education resources and the proliferation of discriminatory practices in privately funded institutions.

As Ohio grapples with the complexities of educational funding and choice, the debate surrounding private school vouchers underscores the necessity for a comprehensive and equitable approach to education policy.
